Munger, Tolles & Olson Welcomes Back Jeremy Kreisberg as Of Counsel
Munger, Tolles & Olson is pleased to announce the return of Jeremy Kreisberg to the firm as of counsel in its Washington, D.C. office.
Jeremy has held several prominent government positions since 2021, most recently as special assistant to the president and senior associate counsel in the White House Counsel’s Office. In this role, he provided legal advice to domestic policymakers at the White House on health care and immigration policies, liaised with the U.S. Department of Justice on civil litigation challenging administration priorities and provided counsel on legal challenges concerning the administration’s engagements with social media companies. Prior to that, he served as senior advisor to the general counsel at the U.S. Department of the Treasury, advising on significant litigation matters and tax law.
“We are delighted that Jeremy is rejoining us,” said Partner Don Verrilli. “He is an enormously talented advocate and trusted advisor. The experience he gained during his impressive public service in the White House Counsel’s Office and at the Treasury Department will be of enormous value to our firm and our clients.”
Jeremy served as an associate at MTO from 2018 to 2021, during which he litigated several prominent cases in state and federal courts. His notable work included defending the Affordable Care Act, opposing efforts to disenfranchise Pennsylvania voters and contributing to a unanimous Supreme Court victory in a case challenging billions of dollars in annual reductions in Medicare reimbursements for hospitals that provide medical care to underserved communities. He also helped defend a law firm in a prominent legal malpractice lawsuit.
“My earlier tenure at MTO provided me with invaluable opportunities to work on significant cases with the best minds in the field,” said Jeremy. “I look forward to rejoining the talented team and contributing to the firm’s ongoing success.”
In 2017, Jeremy worked as an associate at Zuckerman Spaeder LLP, where he counseled clients and litigated appellate cases on a variety of health care matters. Prior to that, he served as special assistant to the general counsel at the U.S. Department of Health and Human Services, advising senior policymakers on a range of legal issues.
Jeremy’s extensive experience also includes clerking for U.S. Supreme Court Justice Elena Kagan and Judge Stephen Reinhardt of the U.S. Court of Appeals for the Ninth Circuit. He earned his J.D. from Harvard Law School and his bachelor’s degree from the University of Michigan.
“Jeremy played a major role in advising our clients on high-stakes appellate matters earlier in his career at MTO,” said Co-Managing Partner Hailyn Chen. “He is a creative lawyer with a deep commitment to public service, and we are thrilled to welcome him back to our firm,” said Co-Managing Partner Malcolm Heinicke.
Jeremy’s hire is reflective of MTO’s commitment to hiring top government lawyers and former judicial clerks. He is the eighth former government lawyer to join the firm in recent years, following the return of E. Martin Estrada, who served as U.S. attorney for the Central District of California from 2022-2025; Victoria Degtyareva, who spent six years as an assistant U.S. attorney for the Central District of California; Lauren Bell, who spent more than a decade in government, including five years in the U.S. Department of Justice, Criminal Division; Ashley Aull and Robyn Bacon, who both returned to the firm after working for nearly a decade in the U.S. Attorney’s Office for the Central District of California; Jonathan Kravis, who spent a decade as a federal prosecutor, most recently at the U.S. Attorney’s Office for the District of Columbia; and John Berry, who joined the firm after eight years in enforcement roles at the Securities & Exchange Commission.
